SIR Documents List 2026 — Accepted Proofs

When Booth Level Officers (BLOs) perform their house-to-house enumeration visits, or when you submit claims for inclusion and correction, providing correct supporting documents ensures speedy disposal. Refer to the official ECI list below.

Short answer: To submit a claim or objection during the Special Intensive Revision (SIR), electors generally need not submit physical documents if their name was in the previous intensive revision roll. For new registrations, Aadhaar is accepted as an indicative identity document (not citizenship proof), alongside official birth, passport, address, or parent-linkage proofs.

Important Guidelines on Documentation

  • Existing Electors: If your name was already part of the state's last intensive revision roll, and there are no changes in your particulars or address, no physical document is normally required.
  • Family Linkage: For young voters (18-21 years) living with their parents, a matching entry of a parent in the same electoral roll acts as primary proof of residency and relationship.
  • Aadhaar Usage: In compliance with Supreme Court orders, Aadhaar card is treated strictly as an indicative identity document. Submission is voluntary. It does not constitute legal proof of Indian citizenship.

Accepted Verification Documents by Category

Identity Proofs (Indicative)

  • Aadhaar Card (Accepted as an indicative identity document per Supreme Court directions; does not constitute proof of citizenship)
  • EPIC (Voter ID Card) of a parent or relative (helps establish family linkage to previous rolls)
  • Government-issued identity cards (Central/State government, PSUs, or Public Limited Companies)

Proof of Age / Date of Birth

  • Birth Certificate issued by a municipal authority or registrar
  • Passport of India
  • Matriculation (10th Standard) or recognised board/university certificate
  • PAN Card
  • Driving License

Proof of Residence / Address

  • Passport of India
  • Water / Electricity / Gas connection bill (not older than 1 year)
  • Bank / Post Office Passbook with photograph
  • Registered Rent Agreement / Sale Deed (in name of applicant or parent)
  • Revenue Department land allotment order or House allotment certificate
  • Forest Right Certificate (for tribal / scheduled tribes areas)
  • Family Register (where applicable, e.g., rural areas)

Non-Standard Situations & Tribals

For individuals who lack formal documents (such as homeless residents or remote tribal groups), the Election Commission allows alternative verification tracks:

  • Tribal / Scheduled Areas: Forest Right Certificates issued by competent local bodies are fully accepted as residence proof.
  • Orphans / Homeless: A certification of residence from a government-registered orphanage, shelter home, or a written declaration verified by the BLO is acceptable.
  • Rural Local Verification: Entries in the official family register or panchayat records can be used to support the claims.
